The one on top has the same lever. That is the safety lever for the AK-series rifles. The reason it is so big is that it also functions as a dust cover when the weapon is on “safe.” The large size also helps with helping the soldier find and release the safety when it’s dark, slimy with rain and mud, icy, etc.
